To approve the national flag as the State Flag of Ukraine which is presented by a rectangular panel consisting of two equal in width horizontal stripes: the upper one is blue, the bottom is yellow, with the ratio of the width of the flag to its length 2:3.

STATE FLAG OF UKRAINE
The State Flag is one of the state symbols of a particular country. This is a standard of the correct geometric (often rectangular) shape with a specific coloring. The colors of the flag reflect national traditions that identify a certain territory for a long historical period.
The State Flag of Ukraine was approved by the Verkhovna Rada of Ukraine on January 28, 1992. It is a standard of two equal horizontal bands of blue and yellow colors, with a ratio of the width of the flag to its length of 2:3.
The yellow-blue colors symbolized the Kiev State before the Christianization of Rus. Almost all the coats of arms of the cities of Kyiv region and Ukraine also were generally framed by yellow-and-blue colors. From the XVIII century regimental and hundreds of Cossack flags of the Zaporozhian Army were made from a blue cloth, on which the yellow, painted cross, stars, weapons, figures of saints were applied. Thus, during the historical development, the yellow-and-blue flag was a symbol of the struggle for the national and social rights of the Ukrainian people and, during independence, became the State Flag of Ukraine. It embodies the eternal aspirations for peace, work, beauty and wealth of our native land. The State Flag as a symbol of the country is the embodiment of national unity, honor and dignity, traditions of state formation, history and present.
The Ukrainian flag is a symbol of wheat in the fields under the blue sky, which embodies the eternal aspiration of the people for peace, labor, beauty and wealth of native land.
