About making changes

To the Order

The Cabinet of Ministers of Ukraine is responsible for:

To introduce in the Procedure of approval of decisions on the awarding of scientific degrees, approved by the decision of the Cabinet of Ministers of Ukraine dated August 19, 2015, No. 656 (Official Bulletin of Ukraine, 2015, No. 73, item 2401), the following changes:

Paragraph 2 to supplement the second paragraph with the following content:

"Assigning academic degrees is a recognition of professional qualifications. The academic rank of the professor corresponds to the ninth level of the national qualification framework. Academic degrees of senior lecturer and senior lecturer correspond to the eighth level of the National qualification framework ";

Paragraph 8 should be worded as follows:

"The academic title of the professor is assigned:

1) workers of higher educational institutions who:

- have a PhD degree; Academic rank of Associate Professor or Senior Researcher (Senior Researcher); the seniority of work at the positions of scientific and pedagogical workers for not less than eight years or at the positions of scientific and scientific-pedagogical workers of not less than fifteen years, including the last calendar year in one department on the post of professor of labor remuneration not less than 0,25 official salary;

- carry out international scientific cooperation certified by the relevant documents;

- published after the last scientific degree of scientific works in publications included in international science-computer bases, of which at least three in the publications included in the international science-centered bases Scopus, Web of Science or other, recommended by the Ministry of Education and Science;

- prepared doctor (doctors) of philosophy, candidate (candidates) of sciences;

2) Employees of higher educational establishments who have not been awarded a Doctor of Science degree, but who:

- have a scientific degree of the doctor of philosophy (candidate of sciences); academic rank of associate professor; work experience at the positions of scientific and pedagogical workers of not less than fifteen years; including the last calendar year at one department on the post of professor of labor remuneration not less than 0.25 salary; educational and methodological works, including textbooks and teaching aids that are used in the educational process;

- carry out international scientific cooperation certified by the relevant documents;

- published after the final scientific degree, including English, of which at least four in the publications included in the international scientific centers of Scopus, Web of Science or other, recommended by the Ministry of Education and Science;

- prepared not less than three doctors of philosophy (candidates of sciences)

3) Employees of scientific institutions, which:

- have a PhD degree; Academic rank of Associate Professor or Senior Researcher (Senior Researcher); work experience at the positions of scientific staff not less than eight years or at the positions of scientific and scientific-pedagogical workers of not less than fifteen years;

-make international scientific cooperation certified by the relevant documents;

- published after the last scientific degree of scientific work, including English, of which at least four in the publications included in the international science-centered bases Scopus, Web of Science or other, recommended by the Ministry of Education and Science;

- prepared not less than three doctors of philosophy (candidates of sciences)

4) cultural and artistic workers whose pedagogical activities, in accordance with the curriculum, include individual work on mastering artistic skills and directly affect the formation of the professional skills of the future artist, which:

- awarded with the honorary title "People's Artist of Ukraine", "People's Artist of Ukraine", "People's Architect of Ukraine", "Honored Worker of Arts of Ukraine";

- have the academic title of associate professor; the seniority of work in the positions of scientific and pedagogical workers of not less than eight years, including the last calendar year in one department on the post of professor with payment of not less than 0,25 salary; significant personal creative achievements; scientific works in professional scientific editions of Ukraine or leading editions of other states;

- Personally prepared not less than five persons, honored with honors of Ukraine or laureates of international or state awards, competitions, exhibitions, reviews, festivals;

Paragraph 9 should be worded as follows:

"The academic title of associate professor is assigned:

  • workers of higher educational institutions who:

- have a degree; the seniority of work at the positions of scientific and pedagogical workers of not less than five years, including the last calendar year in one department on the position of associate professor (professor) with payment of not less than 0,25 salary;

- independently developed scientific and methodological support of a certain discipline (work program, course of lectures, methodical materials for practical, laboratory or seminary classes and individual work, online course, etc.), which is taught not less than one year;

- published after the last scientific degree of scientific work, including English, of which at least two in the publications included in the international science-centered bases Scopus, Web of Science or other, recommended by the Ministry of Education and Science;

- carry out international scientific cooperation certified by the relevant documents;

2) cultural and artistic workers whose pedagogical activities, in accordance with the curriculum, include individual work on mastering artistic skills and directly affect the formation of the professional skills of the future artist, which:

- awarded with the honorary title People's Artist of Ukraine, People's Artist of Ukraine, People's Architect of Ukraine, Honored Artist of Ukraine, Honored Artist of Ukraine, Honored Artist of Ukraine, Honored Architect of Ukraine;

- have experience in the positions of scientific and pedagogical workers of not less than eight years, including the last calendar year in one department on the position of associate professor (professor) with payment of not less than 0,25 salary; significant personal creative achievements;

- personally prepared not less than three laureates of international or state awards, competitions, exhibitions, reviews, festivals;

On Approval of the Procedure for Assigning Scientific Rankings to Scientific and Research Workers

In accordance with paragraph 3 of the Cabinet of Ministers of Ukraine from August 19, 2015, No. 656 “Some issues of the implementation of Article 54 of the Law of Ukraine" On Higher Education”.

ORDER:

  1. To approve the procedure for assigning scientific degrees to scientific and scientific and pedagogical workers, attached.
  2. To declare invalid the Order of the Ministry of Education of Ukraine of November 13, 1997, No. 406 "On the Procedure for Examination of Certification Courts on the Appointment of Scholars of Professors and Associate Professors", registered with the Ministry of Justice of Ukraine on December 22, 1997 under No. 616/2420.
  3. Department of Personnel Certification (Krshtof S.D.) to submit an application for the state registration of this order to the Ministry of Justice of Ukraine in accordance with the procedure established by law.
  4. This order comes into force from the day of its official publication.

The order of assigning scientific degrees

to scientific and scientific-pedagogical workers

  1. General provisions
  2. This Procedure determines the mechanism of assigning scientific and scientific-pedagogical workers of scientists to the rank of scientists of the councils of higher educational establishments or scientists (scientific and technical) councils of scientific institutions (hereinafter - academic councils), the main criteria for assessing their scientific, pedagogical or scientific activity, as well as the order of deprivation of scientific degrees.
  3. Decisions on the award of scientific degrees to professors, associate professors and senior researcher (hereinafter - academic rank) to scientific and scientific-pedagogical workers of higher educational establishments and scientific institutions are accepted by scientists councils.

 

Decisions on the awarding of scientific degrees to scientific and pedagogical workers of higher educational institutions can be accepted by scientists of the councils of higher educational institutions, the statutes (regulations) of which are registered in accordance with the procedure established by law and which have passed the procedure for licensing educational activities, subject to compliance with the requirements established by this Procedure.

 

  1. The decision of the scientific council of the scientific institution on the awarding of the academic rank of the professor to the employees of scientific institutions (in specialty) is taken taking into account the reviews of not less than six employees of this scientific institution - specialists, who from the relevant field of knowledge (science) and specialty awarded the scientific degree of the doctor of sciences, Philosophy (Ph.D.) and / or Associate Professor.

The decision of the Academic Council of a higher educational institution or scientific institution on the awarding of the academic rank of a senior researcher shall be made taking into account the reviews of not less than six employees of this higher educational establishment or scientific institution - specialists, who from the relevant field of knowledge (science) and specialty have been awarded a scientific degree of Doctor of Science Philosophy (Ph.D.) and / or the academic rank of professor, associate professor or senior researcher (senior research fellow).

If a higher education institution or a scientific institution in which the applicant of a senior researcher academic degree is working:

  • there is not a sufficient number of highly skilled specialists in the corresponding specialty, then the Academic Council may consider the issue of the award of the academic rank obtained, taking into account the feedback from specialists from other higher educational institutions or scientific institutions that meet the requirements of the second paragraph of this paragraph;
  • there are no highly skilled specialists in the corresponding specialty, then at the request of a higher educational institution or a scientific institution in which the applicant of a scientific rank is working, the issue of assigning the academic rank of a senior researcher may be considered by the academic council of another higher educational establishment or scientific institution.
  1. The decision of the Academic Council on the awarding of a scientific rank is made by secret ballot. A meeting of the Academic Council is considered competent if at least two thirds of its members are present. The decision of the Academic Council is deemed to be accepted if at least three quarters of the members of the Academic Council who attended the meeting voted for it. The decision of the Academic Council is valid for one calendar year.

  1. Basic criteria for assessing the scientific, pedagogical and scientific activity of the applicants of scientific rank

 

  1. The academic rank of the professor is assigned to the employees of higher educational institutions, including institutions of postgraduate education, which carry out educational activities in the corresponding specialty at the appropriate level of higher education, and higher educational institutions:
  • who has been awarded a scientific degree of Doctor of Science;
  • who have been awarded the title of associate professor or senior researcher (Senior Researcher);
  • who conduct educational activity not less than 10 years at the position of assistant, teacher, senior teacher, associate professor, professor, manager (head or his deputy) of the department, including the last calendar year at one department (one higher educational institution) as assistant professor, professor, manager (head or his deputy) department, in particular, part-time or by an employment contract (contract) with hourly payment. The time for conducting educational activities is calculated in academic years (hereinafter - academic years). For scientific and pedagogical workers of higher educational establishments, the experience of pedagogical work in higher educational establishments, the statutes (regulations) of which are registered in accordance with the procedure established by the legislation, are taken into account;
  • who have:
  • educational, methodological and scientific works published after the defense of a doctoral dissertation in domestic and / or foreign (international) peer-reviewed journals, of which at least three publications in periodicals included in Scopus or Web of Science science-centric bases, which are not translations from other languages (by the decision of the Academic Council of the higher educational institution, the lack of a sufficient number of such scientific works can be replaced by the publication of a monograph in English in one of the international publishing houses, the list of which is determined by the decision of the Academic Council);
  • a certificate in accordance with the European Recommendation on Language Education (at the level not lower than B2) from English (the list of recommended international tests for knowledge of English as a foreign language is indicated in Annex 1 to this Procedure) or the availability of at least 10 papers published in English in periodicals that are included in the Scopus or Web of Science science-based databases and are not translated from other languages;
  • who have received training, internship or worked in a higher educational institution, a scientific (or scientific-technical) institution in a country which is a member of the Organization for Economic Cooperation and Development (hereinafter - the OECD) and / or the European Union (hereinafter - the EU), or are (or were) managers / executors of projects funded by the specified countries and have the appropriate certificates, certificates, diplomas or other documents confirming this;
  • who teach teaching disciplines in the state language and / or language of the country belonging to the OECD, at a high scientific and methodological level, which is confirmed by the conclusion of the department of the higher educational institution.
  1. The academic title of the professor is assigned to employees of scientific institutions:
  • who work in scientific institutions of the National Academy of Sciences and national branch academies of sciences, other subordination, scientific organizations, scientific subdivisions of higher educational institutions as head (department), scientific department (branch, sector, laboratory), chief research worker, leading researcher , senior research fellow or director, deputy director, academic secretary;
  • who has been awarded a doctorate in science;
  • who has been awarded the title of associate professor or senior researcher (Senior Researcher);
  • who have:

 

  • the length of scientific and scientific-pedagogical work of not less than 10 years, including the last calendar year at one of the above-mentioned positions;

 

  • scientific works published after the defense of a doctoral dissertation in domestic and / or foreign (international) peer-reviewed journals, of which at least three publications in periodicals included in the Scopus or Web of Science science-based databases and which are not translated from other languages ( according to the decision of the Academic Council of the higher educational institution, the lack of sufficient number of such scientific works may be replaced by the publication of a monograph in English in one of the international publishing houses, the list of which is determined by the decision of the academic council);
  • a certificate in accordance with the European Language Education Recommendation (at the level not lower than B2) from the English language (annex 1) or the availability of at least 10 works published in English in periodicals included in the Scopus or Web of Science science-centric bases; and are not translated from other languages;
  • who have been trained, trained, or have worked in a higher education institution, a scientific (or scientific-technical) institution in a country that is a member of the OECD and / or the EU, or are (or have been) managers / executors of projects funded by these countries; and have the appropriate certificates, certificates, diplomas or other documents confirming this;

The academic title of the professor is assigned to the employees of higher educational institutions, including institutions of postgraduate education, who carry out educational activities in the corresponding specialty at the appropriate level of higher education, and higher educational establishments that have not been awarded a doctor's degree, but:
  • who have a scientific degree of Doctor of Philosophy (Ph.D.);
  • who have been awarded the title of associate professor or senior researcher (Senior Researcher);
  • who conduct educational activity for at least 15 academic years as assistant, teacher, senior lecturer, associate professor, professor, manager (head or his deputy) of the department, including the last calendar year at one department (in one higher educational institution) in the position associate professor, professor, manager (head or his deputy), in particular, in part-time or in an employment contract (contract) with hourly payment. For scientific and pedagogical workers of higher educational establishments, the experience of pedagogical work in higher educational establishments, the statutes (regulations) of which are registered in accordance with the procedure established by the legislation, are taken into account;
  • who have:
  • educational, methodological and scientific works published in domestic and / or foreign (international) peer-reviewed journals, including at least four publications in periodicals included in the Scopus or Web of Science science-centric bases, which are not translated from other languages ;

 

  • Certificate in accordance with the European Language Education Recommendation (at level not lower than B2) from the English language (Annex 1);

  • who conduct educational activity for at least 10 academic years on the positions of an assistant, teacher, senior lecturer, associate professor, professor, head of the department, including the last calendar year at one department (in one higher educational institution) as associate professor, professor, Head of the department, in particular, part-time or by an employment contract (contract) with hourly payment;
  • who have been awarded the honorary title "People's Artist of Ukraine", "People's Artist of Ukraine", "People's Architect of Ukraine", "Honored Worker of Arts of Ukraine" respectively;
  • who received the academic rank of associate professor;
  • who have:

Certificate in accordance with the European Language Education Recommendation (at level not lower than B2) from the English language (Annex 1);

 

significant personal creative achievements:

  • in the musical sphere - large-scale concert activity, stock audio, video recordings, the title of laureate of international competitions and festivals;
  • in the pictorial, decorative-applied, designer and restoration area - personal exhibitions, catalogs, albums, booklets publishing;
  • in the theater, in the field of cinema and television - recording of concerts, theatrical productions, films, other creative works used in pedagogical activities;
  • scientific works in professional scientific editions of Ukraine or leading scientific publications of other states;

5)who teach teaching disciplines in the state language and / or language of the country belonging to the OECD at a high scientific and methodological level, which is confirmed by the conclusion of the department of the higher educational institution;

6) who have personally prepared at least five persons honored in Ukraine's honorary titles or laureates of international and state awards, contests, exhibitions, reviews, festivals.

  1. The academic title of associate professor is assigned to employees of higher educational establishments, including institutions of postgraduate education, which carry out educational activities in the corresponding specialty at the appropriate level of higher education, and higher educational establishments that carry out scientific and pedagogical activities, and:

1) who was awarded the scientific degree of the doctor of philosophy (candidate of sciences), doctor of sciences;

2) who conduct educational activities for at least five academic years on the positions of an assistant, teacher, senior teacher, associate professor, professor, head (head or deputy) of the department, including the last calendar year at one department (in one higher educational institution institution), in particular part-time or by an employment contract (contract) with hourly payment. For scientific and pedagogical workers of higher educational establishments, the experience of pedagogical work in higher educational establishments, the statutes (regulations) of which are registered in accordance with the procedure established by the legislation, are taken into account;

3) who have:

  • educational, methodological and scientific papers published after the defense of the dissertation in domestic and / or foreign (international) peer-reviewed journals, of which at least two publications in periodicals included in the Scopus or Web of Science science-centric bases, which are not translated from other languages;
  • Certificate in accordance with the European Language Education Recommendation (at level not lower than B2) from the English language (Annex 1);

4)who have completed training, internships or worked in a higher education institution, a scientific (or scientific) institution in a country that is part of the OECD and / or the EU, or are (or have been) managers / implementers of projects funded by these countries, and have  certificates, diplomas or other documents confirming this or have participated in at least one scientific conference (congress, symposium, seminar) held in the country belonging to the OECD and / or the EU;

5) who teach teaching disciplines in the state language and / or language of the country belonging to the OECD, at a high scientific and methodological level, which is confirmed by the conclusion of the department of the higher educational institution.

  1. The academic title of Associate Professor is awarded to cultural and artistic workers whose pedagogical activity, in accordance with the curriculum, involves individual work on mastering artistic skills and directly affects the formation of the professional skills of the future artist, and:

1) who conduct educational activity for at least five academic years on the position of assistant, teacher, senior teacher, assistant professor, professor, head of the department, including the last calendar year at one department (in one higher educational institution), in particular part-time or labor contract (contract) with hourly payment;

2) who have been awarded the honorary title People's Artist of Ukraine, People's Artist of Ukraine, People's Architect of Ukraine, Honored Worker of the Arts of Ukraine;

3) who have:

  • work experience not less than one year after the awarded honorary title;
  • significant personal creative achievements:

in the musical sphere - large-scale concert activities, stock audio, video recordings, the title of laureate of international competitions and festivals;

in the pictorial, decorative-applied, designer and restoration area - personal exhibitions, catalogs, albums, booklets publishing;

in the theater, cinema and television - recordings of concerts, theater productions, films, other creative works used in pedagogical activities;

scientific works in professional scientific editions of Ukraine or leading scientific publications of other states;

4)who teach teaching disciplines in the state language and / or language of the countries belonging to the OECD, at a high scientific and methodological level, which is confirmed by the conclusion of the department of the higher educational institution;

5) who personally prepared not less than three laureates of international or state awards, competitions, exhibitions, reviews, festivals.

  1. The rank of senior researcher shall be assigned to the employees of higher educational establishments or scientific institutions admitted to positions after election in the competition or in the course of certification, in particular part-time:

1) who was awarded the scientific degree of the doctor of philosophy (candidate of sciences), doctor of sciences;

2) who have:

  • Senior scientific worker, senior research fellow, senior lecturer, professor, deputy head (chief) and head (research) department (department, sector, laboratory) for at least five years as senior research fellow, senior researcher, chief scientific officer, associate professor, professor, deputy director the head of the department, appointed to the position of rector, vice-rector for scientific work, director, deputy director for scientific work, scientific secretary, provided that the successful work in these positions is not less than a calendar year;
  • scientific works published after the defense of a dissertation in domestic and / or foreign (international) peer-reviewed journals, of which at least two publications in periodicals included in Scopus or Web of Science and are not translated from other languages;
  • Certificate in accordance with the European Language Education Recommendation (at the level of not less than 82) from the English language (Annex 1);

3)who have been trained, trained or have worked in a higher education institution, a scientific (or scientific technical) institution in a country that is part of the OECD and / or the EU, or are (or have been) managers / executors of projects funded by the specified countries; and have corresponding certificates, certificates, diplomas or other documents that do not confirm, or have participated in at least one scientific conference (congress, symposium, seminar) held in the specified countries;

  1. The academic rank of a senior researcher may be assigned in a specialty that belongs to a branch other than the branch in which the applicant received a scientific degree of a doctor of philosophy (candidate of sciences), provided that the published scientific works contain new scientifically grounded results obtained by the applicant, which in aggregate solve a specific scientific problem that is essential for the relevant field of knowledge.

 

ІІІ. Examination of certification materials

  • Attestation of the applicants of scientific degrees of professors and associate professors who conduct teaching and methodical work in higher educational institutions, including postgraduate education institutions, is carried out at the department where they work. With this profile, the student's pedagogical work must correspond to the main direction of the activity of the department. If the applicant works in a multi-departmental department, then the decision to award the title of academic title indicates the main course that he teaches.
  • Attestation of professors and senior researcher who work in scientific institutions or in scientific subdivisions of higher educational institutions is carried out on a specialty according to the profile of their main activity in accordance with the branches of knowledge and specialties taking into account the transformation of branches of science and scientific specialties in accordance with the legislation.
  • The examination of the certifying materials of the applicants of scientific degrees is carried out by scientists of the councils of higher educational establishments, including institutions of postgraduate education, scientific institutions, on the conclusion of the department, the corresponding structural unit of the scientific institution.
  • Consideration of attestation materials at the department of higher education should be preceded by an open lecture for students of the corresponding field of training (specialty) provided that at least three faculty members are present at the department.
  • At the meeting of the department in the presence of at least two thirds of the members of the department, a report on the scientific and pedagogical activity of the applicant and the results of the open lecture are heard.

 

According to the results of consideration of the attestation materials of the department:

  • Prepares the conclusion, which confirms the high scientific and methodological level of teaching of the disciplines and correspondence of the applicant to the declared scientific rank, and passes to the secretary of the Academic Council of the higher educational institution;
  • recommends to finalize the attestation materials.

The decision of the department is taken by the majority of votes from the department of the department by open or secret voting (by the choice of the members of the chair).

Re-attestation materials are considered at the department of higher education after refinement.

6.The procedure for reviewing the attestation materials of the applicants of scientific degrees by the corresponding structural unit of the scientific institution is determined by the academic council of the scientific institution.

  1. The procedure for reviewing the attestation materials of the applicants of scientific degrees at the meeting of the academic council regarding the awarding of academic degrees of the professor) of the senior lecturer and senior researcher at the higher educational institution, including the institution of postgraduate education, the scientific institution, is determined by the academic council.
  2. Scientific secretary after the decision of the Academic Council on the assignment of the academic title to the applicant within 15 days draws up the certification case of the applicant of the academic rank in accordance with the requirements of section ІУ "Registration of the attestation case" of this Procedure and sends it to the Ministry of Education and Science;
  3. The Academic Council upon request of the Ministry of Education and Science provides additional information on the activities of the applicant of the academic rank, the procedure for its certification.
  4. At the decision of the Academic Council on the assignment / refusal to confer the academic rank of the applicant of the academic rank within two months from the date of the decision of the academic council, an appeal may be filed to the academic council or to the Ministry of Education and Science.

In case of an appeal to the Academic Council, the composition of the Appeal Commission shall be formed, except in cases where the appeal does not contain arguments on the merits of the revealed shortcomings. The Appeal Commission is formed in the composition of the chairman and members of the commission. The decision on the formation of an appellate commission and approval of its membership shall be taken by the academic council.

The Appeals Commission prepares a conclusion, which is signed by all members of the commission.

  1. On the basis of the conclusion of the appellate commission, the Academic Council decides whether to satisfy the appeal or refuse to comply.

If the appeal of the applicant of the academic rank is satisfied, then the Academic Council may decide to award the academic rank and, in the prescribed manner, send to the Ministry of Education and training the attestation of the applicant of the academic rank.

  1. Registration of the certification case
  2. Attestation of the applicant of the academic rank consists of the following documents:
  • accompanying letter to the certification case of the applicant of the academic rank (Annex 2
  • a copy of the first page of the passport of the applicant, certified by the signature of the academic secretary of the academic council;
  • a copy of the certificate of change of name, certified in accordance with the established procedure (in case of change in the name of the academic title of the applicant);
  • the decision of the scientific (scientific and technical) council on the assignment of the academic rank in accordance with Annex 4 (for candidates for the academic rank of the department), Annex 5 (for applicants of a scientific degree from a specialty) or Annex 6 (for cultural and artistic persons) to this Procedure;
  • copies of the diplomas of the doctor of sciences, doctor of philosophy (candidate of sciences), associate professors' certificates, senior researcher (senior researcher) (for the candidates of the academic title of the professor), documents on awarding the corresponding honorary title or other awards (for cultural and artistic persons) certified by the signature of the scientist Secretary of the Academic Council and sealed with a seal from a higher educational establishment or a scientific institution;
  • protocol of the meeting of the counting commission (Annex 7);
  • list of teaching and research works and / or scientific works (Annex 3);
  • a copy of the certificate confirming a sufficient high level of proficiency in a foreign language;
  • a certificate from the main place of work and extracts from orders on enrollment and dismissal additionally for persons who work part-time;
  • certificate on scientific and pedagogical, scientific activity at positions in higher educational establishments, including institutions of postgraduate education, scientific institutions (Annex 9);
  1. The attestation of the applicant of the academic rank who works in a higher educational institution with a research status consists of the following documents:
  • An accompanying letter to the certification of the applicant of the academic rank, who works in a higher educational institution, which has the status of research (Annex 3);
  • copy of the first page of the passport of the applicant, certified by the signature of the academic secretary of the academic council;
  • a copy of the certificate of change of name, certified in accordance with the established procedure (in case of change in the name of the academic title of the applicant);
  • the decision of the scientific (scientific and technical) council on the assignment of the academic rank in accordance with Annex 4 (for candidates for the academic rank of the department), Annex 5 (for applicants of a scientific degree from a specialty) or Annex 6 (for cultural and artistic persons) to this Procedure;
  • 6) protocol of the meeting of the counting commission (Annex 7).
  1. Covers of attestation cases of candidates for scientific rank are made in accordance with 3 annexes 10, 11 of this Procedure;
  2. If a person performs work on a closed subject, the certification case of the applicant of the academic rank is completed with non-confidential documents.
  3. Registration and issue of certificates
  4. After approval by the certification committee of the Ministry of Education and Science of the decisions of academic councils on the awarding of scientific degrees, the Ministry of Education and Science shall issue and issue certificates in accordance with the model approved by the Cabinet of Ministers of Ukraine from August 19, 2015, No. 656.
  5. The certificate issued by the Ministry of Education and Science is a document that certifies the level of professional qualifications of a scientific and pedagogical scientist, a scientific worker in solving the issues of occupying the corresponding position and paying his labor.
  6. Registration of certificates is carried out within two months after the decision of the certification panel of the Ministry of Education and Science.
  7. Certificates are issued to responsible persons (scientists of the secretaries of academic councils) for delivery to their employees who have been awarded academic titles.
  8. In the event of loss, destruction or damage to the issued certificate of awarding the title of a scientist, a duplicate of a certificate with a new serial number is issued. A duplicate is issued in full accordance with the previously issued certificate.

In case of change of the employee's surname, name, patronymic (as well as changes in the department, the field of professional activity), a certificate of exchange and re-registration is not issued.

  1. Deprivation of scientific degrees
  2. Depriving of scientific degrees is carried out in accordance with the order of their assignment.

The question of depriving the academic rank is considered by the certification panel of the Ministry of Education and Science:

in the case of admission to the Ministry of Education and Science of the decision of the academic council to deprive the academic rank;

at the request of the Academic Council, which sent to the Ministry of Education and Science the documents on the award of the academic rank;

in case of detection of the Ministry of Education and Science violations of the requirements of legislation on the assignment of academic ranks;

in accordance with the court decision.

  1. In order to study the circumstances connected with the violation of the issue of depriving the academic rank, a commission is formed at a meeting of the Academic Council from among its members, the quantitative and personal composition of which is determined by the Academic Council.
  2. In the 15-day period after consideration of the issue of depriving an employee of a scientist's title to the Ministry of Education and Science sent the following documents:
  • decision (request) of the Academic Council on the deprivation of the academic rank;
  • the original of the minutes of the meeting of the counting commission;
  • copies of documents on the awarding of the academic title;
  • other documents confirming violations of the legislation on the assignment of scientific degrees.
  1. The Attestation Board of the Ministry of Education and Science, in accordance with the law, approves the decision of the academic council on deprivation (depriving) of the academic rank, taking into account all materials of the case and the results of the preliminary expert review.

 

On the basis of the decision of the certification board of the Ministry of Education and science, a certificate of a person deprived of an academic rank is invalidated.

The Cabinet of Ministers of Ukraine issued a resolution "Some issues of the implementation of Article 54 of the Law of Ukraine" On Higher Education "No. 656 dated August 19, 2015, determined the procedure for approving decisions on the awarding of scientific degrees, as well as samples of state documents on the assignment of these titles.

The Government has ruled that in Ukraine the certificates of education issued by the Ministry of Education and Science, Youth and Sports, the Higher Attestation Commission, and, in particular, issued by the attestation bodies of the USSR and the Russian Federation, by the decision of the academic councils, shall be recognized by September 1, 1992, as valid and not subject to exchange.

  1. To establish that in Ukraine valid and not subject to exchange certificates are issued:

attestation bodies of the USSR and the Russian Federation on the decisions of academic councils until September 1, 1992;

  1. The Ministry of Education and Science shall approve within two months the procedure for the awarding of higher educational institutions and scientific institutions of scientific rank to scientific and scientific-pedagogical workers, as well as the procedure for the deprivation of scientific degrees.

In pursuance of parts four and five of Article 54 of the Law of Ukraine "On Higher Education", the Cabinet of Ministers of Ukraine resolves:

  1. Approve the following:
  • Procedure for approval of decisions on the awarding of scientific degrees;
  • samples of state documents on the awarding of scientific degrees.
  1. In order to award the scientific degrees and award the academic rank of senior research worker, approved by the decision of the Cabinet of Ministers of Ukraine dated July 24, 2013, No. 567, (Official Bulletin of Ukraine, 2013, No. 64, item 2328), make the following changes:

on the awarding of scientific degrees

 

  1. This Procedure regulates the issues of approval by the Attestation Board of the Ministry of Education and Science of the decisions on the award of academic degrees to a professor, associate professor and senior researcher by scientists of the councils of higher educational establishments or scientists (scientific and technical) councils of scientific institutions, including higher educational establishments accredited for the branch "Theology »
  2. The academic title of professor and associate professor is assigned to persons who professionally carry out scientific and pedagogical activities.

Academic rank of senior researcher is assigned to persons who professionally carry out scientific or scientific and technical activities.

  1. Academic rank of professor, associate professor, senior researcher is assigned by the academic council of the higher educational institution or the scientific (scientific and technical) council of the scientific institution.

              The decision of the corresponding scientific councils is approved by the certification board of the               Ministry of Education and Science.

The head of the certification panel of the Ministry of Education and Science is the Minister of Education and Science, which approves the composition of the certification board in the established manner. The Regulation on the certification panel of the Ministry of Education and Science is approved by the Ministry.

  1. The procedure for the assignment by scientists of the councils of higher educational institutions or scientists (scientific and technical) councils of scientific institutions to scientific and scientific-pedagogical workers, as well as the procedure for the deprivation of scientific degrees, shall be approved by the Ministry of Education and Science in accordance with the established procedure.
  2. A higher educational establishment, which has been granted a research status in accordance with the established procedure, makes the final decision on the award of a scientific rank. The decisions of the respective academic councils shall be sent to the Ministry of Education and Science for approval (without consideration of the attestation at the meeting of the Appraisal Board of the Ministry of Education and Science) in accordance with this Procedure.
  3. Academic, scientific and pedagogical workers who work in two or more higher educational establishments (scientific institutions), the academic rank of professor, associate professor and senior researcher is assigned according to the main place of work.
  4. The period of examination of attestation cases in the Ministry of Education and Science should not exceed three months.
  5. The academic title of the professor is assigned to the employees of higher educational institutions engaged in teaching work at the positions of scientific and pedagogical workers for at least 10 academic years, and:

1) who has been awarded a scientific degree of Doctor of Science;

2) who have:

  • Academic rank of Associate Professor or Senior Researcher (Senior Researcher);
  • the experience of teaching after obtaining the academic title of associate professor or senior researcher (senior research fellow) for at least five years;
  • educational and methodological works used in the educational process;
  • scientific works, including not less than 4 publications (one without co-authors, if the research of the applicant is not related to experimental work), published after the defense of the doctoral dissertation in editions indexed in the leading international science-computer databases of Web of Science and ( or) Scopus (according to the decision of the Academic Council of the higher educational institution, the lack of sufficient number of scientific works can be replaced by the publication of a monograph in English in one of the leading international publishing houses, the list of which is established by the decision the teachings of the scientific council);

 

3)who teach teaching disciplines at a high scientific and methodological level, confirmed by the conclusion of the department of higher education, and use e-learning, multimedia and other interactive teaching aids and technologies in their own teaching activities, and have been trained in the country belonging to the Organization for Economic Co-operation and Development (OECD) and / or the European Union;

 

  • which can confirm the knowledge of English or another foreign language (other than regional and minority languages) by providing an international certificate in accordance with the European Recommendation on Language Education (at least B2) or other training (internship) document in a country that is a member of the Organization Economic Cooperation and Development (OECD) and / or the European Union;
  • who have prepared not less than one doctor of philosophy (candidate of sciences).
  1. Academic rank of professor is assigned to employees of scientific institutions:
  • who has been awarded the scientific degree of the doctor of sciences;
  • who work in scientific institutions of the National Academy of Sciences and branch academies, scientific research institutes and organizations equivalent to them as head (research) department (department, sector, laboratory), chief research fellow, leading researcher, senior research fellow or director, deputy director, academic secretary;
  • who have:
  • Academic rank of senior researcher or associate professor;
  • the length of scientific and scientific-pedagogical work not less than 10 years, including not less than five years after obtaining the academic rank of senior researcher (senior research fellow) or associate professor;
  • scientific works, including not less than eight works (two without co-authors, if the research of the applicant is not related to experimental work), published after the defense of the doctoral dissertation, in editions indexed in the leading international science-computer databases of Web of Science and (or) Scopus (according to the decision of the Academic Council of a higher educational establishment (scientific institution), the lack of sufficient number of scientific works can be replaced by three scientific works and the publication of a monograph in English in one of the leading international forms census, the list of which is established by the decision of the academic council);
  • who have prepared not less than three doctors of philosophy (candidates of sciences);

  • who participated in at least one scientific conference (congress, symposium, seminar) held in the country belonging to the Organization for Economic Cooperation and Development (OECD) and / or the European Union.
  1. Academic rank of senior researcher is assigned to employees of higher educational establishments and scientific institutions
  • who was awarded the scientific degree of the doctor of philosophy (candidate of sciences), doctor of sciences;
  • who have:
  • seniority scientific work at least five years as Senior Researcher, Lead Researcher, Chief Scientist, Associate Professor, Professor, Deputy Head (Head) and Head of the Research Department (Department, Sector, Laboratory), Head of the Department or Director, Deputy Director for Scientific Work, Scientific Secretary, provided that the successful work on the specified positions is not less than calendar;
  • Experience of scientific work after obtaining a scientific degree of the Doctor of Philosophy (Ph.D.) not less than a year;
  • scientific works, in particular not less than 5 works published after the defense of the candidate's dissertation in editions indexed in the leading international science-computer databases of Web of Science and (or) Scopus;
  • who can confirm the knowledge of English or another foreign language (other than regional and minority languages) by providing an international certificate in accordance with the European Linguistic Recommendation (at least B2) or other training document (internship) in the country of entry to the Organization for Economic Cooperation and Development (OECD) and / or the European Union;
  • who participated in at least one scientific conference (congress, symposium, seminar) held in the country belonging to the Organization for Economic Cooperation and Development (OECD) and / or the European Union.
  1. The academic rank of a senior researcher may be awarded in a specialty that belongs to a branch other than the field in which the candidate received a scientific degree of a candidate of sciences, provided that the published scientific works contain new scientifically grounded results obtained by the applicant, which in aggregate solves a particular scientific problem, which is essential for the corresponding branch of science.
  2. Attestation affairs of applicants of scientific degrees are sent to the Ministry of Education and Science and are being prepared for consideration by the certification board of the Ministry of Education and Science.

The form of the work of the attestation board is a meeting, which is eligible if at least two thirds of its membership are present.

The decision of the certification board is drawn up by the protocol and approved by the order of the Ministry of Education and Science, after which it is published on the website of the Ministry of Education and Science.

  1. The decision of the scientific (scientific and technical) council on the awarding of the academic rank shall take effect from the date of the entry into force of the order of the Ministry of Education and Science for approval of the decision of the scientific (scientific and technical) council and the issuance of the relevant state document on the award of the academic rank on the basis of the decision of the certification board of the Ministry of Education and Science.
  2. In the case of violations of requirements for the awarding of scientific degrees, the certification committee of the Ministry of Education and Science has the right to cancel the decision of the scientific (scientific and technical) council, on the basis of which the MES decides to refuse to issue a state document on the awarding of the academic rank.
  3. In case of refusal of the Ministry of Education and Science to issue a state document on the awarding of the academic rank, the Academic Council may re-decide on the awarding of the academic rank not earlier than one year after the decision of the scientific (scientific and technical) council on the awarding of the academic title to the academic council of the MES has been canceled.
  4. The state document on the awarding of a scientific rank to a professor, senior lecturer and senior researcher is a certificate about the academic rank of a statutory model, which is issued and issued by the Ministry of Education and Science.

Information on the series and the certificate number on the academic rank is entered in the MES to the corresponding databases.

The reimbursement of expenses for the production of certificates of certificates about the academic rank is carried out at the expense of the funds of the persons who receive them.

  1. In the event of loss (destruction or damage) of the Certificate of Appointment of the academic title, the Ministry of Education and Science shall issue a duplicate of a certificate with a new serial number in accordance with the previously issued certificate at the expense of the person receiving the duplicate.

To examine the question of issuing a duplicate of the certificate to the Ministry of Education and Science there are: a personal application of a scientific, scientific and pedagogical worker, a certificate from the internal affairs authority about the loss of the certificate (in the presence), a copy of the first page of the passport and a copy of the lost (destroyed or damaged) certificate if available.

  1. Spoiled blank forms and letterheads of the old specimen are subject to destruction by destruction.
  2. An appeal to the decision of the academic council may be submitted to the Ministry of Education and Science not later than within two months after the decision of the Academic Council to refuse the assignment of the academic title.
  3. In case of an appeal, the Ministry of Education and Science forms, with the involvement of specialists of the relevant branch of science, an appeal committee, except in cases where the appeal does not contain arguments on the merits of the revealed shortcomings.

The Appeal Commission is formed in the composition of the chairman and members of the appellate commission. Members of the Appeal Commission are appointed on the proposal of the chairman. The Appeals Commission prepares a conclusion, which is signed by all members of the commission.

  1. The MES appeal decision may be appealed against in court.
  2. A person who has been awarded a scientific rank, in the case of detecting violations of the requirements of normative legal acts regarding the assignment of scientific degrees, may be deprived of the academic rank:
  • by approving by the Appraisal Board of the Ministry of Education and Science of the decision of the scientific (technical) board of the higher educational institution, scientific institution) about depriving the academic rank in the order established by the Ministry of Education and Science;
  • by abolishing the certification board of the Ministry of Education and Science of Ukraine decision to approve the decision of the academic council on the awarding of the academic rank.

The Ministry of Education and Science has the right to receive information, documents and materials necessary for consideration of the question of depriving the academic rank in the procedure established by the legislation.

21)12.01.2015 a meeting of the Academic Council took place in Kramatorsk

On January 12, 2015, a meeting of the Academic Council of DNMU was held in Kramatorsk under the chairmanship of the rector, Corresponding Member of the National Academy of Medical Sciences, Doctor of Medicine, prof. Dumansky

The Academic Council of DNMU considered issues related to the preparation for the start of classes in the spring semester of the 2014-15 school year.

In particular:

  • rector, prof. Dumansky informed the members of the Academic Council and the teachers present on the organization of the educational process since February 2015, the procedure for conducting the exam and examination session in the university and preparing for the licensed exams Krok-1,2,3, as well as the tasks facing the team university teachers;
  • the first vice-rector prof. Kondratenko reported on the readiness for the beginning of the classes of students and interns at theoretical and clinical departments, as well as the organization of the educational process; with prof. Kondratenko stressed that in connection with the entry into force of the Law of Ukraine "On Higher Education" and in order to ensure the academic autonomy of higher education institutions by the order of the Ministry of Education and Science of Ukraine from 17.09.2014 № 1050, the order of the Ministry of Education and Science of Ukraine dated 30.12.2005 No. 774 "On the introduction of a credit-module system for organizing the educational process";
  • Dean of the medical faculty Prof. Gerasimenko reported on the readiness of the dean's office for the registration of documents of students (and interns) registered for training in DNMU, and the procedure for admission of them to classes;
  • Vice-Rector for Administrative and Economic Expenses Popadinets informed the Council members about the readiness of the material and technical base for conducting classes in the classrooms and clinics of Kramatorsk and Slavyansk, and about the settlement of out-of-town students.

 

The Scientific Council of the DNMU adopted a number of relevant decisions on the issues discussed, in particular:

  • after registration of students to start classes in accordance with the curricula and calendar-thematic plans for all courses in all specialties from February 2, 2015 in accordance with the approved schedule of classes;
  • Head of the departments until February 2, 2015 to draw up and approve in the established order calendar-thematic plans for lectures and practical classes in accordance with the work programs in the subjects;
  • the first pro-rector prof. Kondratenko prepare inquiries to medical universities in Ukraine about students of the DNMU (formerly free listeners) enrolled to continue their studies at their universities;
  • until 10.02.2015, prepare an order for DonNMU to expel those students who did not start studies at the new address at the new legal address (Krasnyi Liman) from February 2 and expel them from the register of Ukraine(“The only state electronic educational base”)(in accordance with the decree of the Cabinet of Ministers of Ukraine of December 12, 2014 No. 1210-r “Some issues of organization of educational process in higher educational institutions”)
  • the educational department of DNMU, together with the dean's office, until 10.02.2015, develop a timetable for eliminating the academic debt of students for the previous semester.
