"On the results of all activities of the Donetsk National Medical University of the Ministry of Health of Ukraine in 2016 2017 academic year and the following tasks in the perspective of university development"

 

Despite the many difficulties associated with moving and operating at the new legal address, DNMU has not only continued the educational process at the level of state standards and trained highly skilled personnel, but was able to make sure steps forward in the 2016-2017 academic year.

 

The 2016-2017 academic year at our university will be remembered, first of all, as a successful introductory campaign. In the last academic year 1050 students were admitted to study at the 1 st year. Of them, 773 were domestic students and 277 were foreign students. By the war of 1 course, about 1020 students were enrolled on average.

The number of students enrolled in the university in 2017 reached almost 2,000 people.

Our university is one of the few in Ukraine, which, in 2015 and in 2016, has fully complied with government orders. We scored respectively 445 and 469 students studying for the state budget.

Last academic year will also be remembered by the discovery and successful work of the 2nd medical and international medical faculties, as well as the international training center - preparatory department for foreign students.

During the 2016-2017 academic year, almost 300 foreign students from 33 countries in Asia, Africa, Europe, and even Latin America studied at the University.

Thanks to a rather successful introductory campaign and, despite the numerous complexities, both financial and created by the ministries of health and education and science - this is a violation of the law of Ukraine 1731, which was guaranteed a fixed set of transferred universities - we managed to open a third medical faculty in Mariupol city, where 120 future doctors will be trained.

In 2017, the university received a license from the Ministry of Education and Science of Ukraine for educational activities at the second (master's) level of higher education in the field of knowledge " Healthcare " on the specialty "pediatrics" (licensed volume - 50 people), in which the main merit of the vice rector for scientific and pedagogical work Chernyshova and the department of the university.

Over the past two years, our university students 4 times became laureates of the All-Ukrainian competition for the best student's scientific work, conducted by the Ministry of Education and Science. In addition, 25 university students were awarded diplomas of laureates at student's scientific conferences at various medical universities of Ukraine.

In 2017, our university purchased:

  • educational equipment for the pedagogical process (dummies, phantoms, simulators) costing 4.4 million UAH, computers and office equipment costing 2.7 million UAH, dental equipment costing 0.5 million UAH. Together, the total cost of the purchased equipment amounted to 7,6 million UAH.

Despite all the problems and difficulties experienced by students and university staff, we are proud that, according to the consolidated rating of higher education institutions of Ukraine in 2016, compiled by the informational educational resource "Osvita", Donetsk National Medical University took 34-35 place among all Higher education institutions of Ukraine, 5th place among medical universities and 7th place among all universities of the eastern region.

“The top-200 Ukraine”, “Scopus”, “Webometrics”, and the most reputable experts and mass media were used as source data for the consolidated rating of universities of Ukraine.

All this became possible due to the coordinated work of the administration, deans, staff members of the departments and various departments of the university. Since the transfer of DNMU to the territory under the control of the Ukrainian authorities, the university has continuously felt effective assistance from the student self-government. Our students took an active part in medical events, volunteer movement, public and sports life of the University, Kramatorsk, Kropivnitsky, Donetsk and Kirovograd regions.

The management of the University is doing a lot of work aimed at maintaining the quality of training specialists, improving the educational process and moral education of students, strengthening the material and technical base, rational use of financial resources, reforming research and development, and expanding international cooperation.

However, all these activities of the university require further improvement.

Based on the above Academic Council of the University

RESOLVES:

  1. RECTORAT
    • To improve the work of the administrative apparatus, departments, auxiliary units in the interests of further development of the university.
    • Improve the quality of management by all kinds of activities the university.
    • Continue the development and implementation of the regulatory framework for all types of university activities.
    • Continue work aimed at finding optimal placement of theoretical and clinical departments of the university, as well as places in hostels for non-resident students.
    • Activate work aimed at eliminating the shortage of personnel, replenishment of the personnel of the departments at the expense of young scientists (graduates, interns) trained at our university.

  • Continue work on further strengthening the material technical and scientific base of the university, providing additional equipment for centers of simulation medicine and information technologies, purchase of scientific and medical and diagnostic equipment, which will improve the quality of clinical and theoretical departments, as well as perform dissertation and research.

  1. First Pro-rector of scientific and pedagogical work
    • Ensure the stable functioning of the complex of organizational and methodological measures aimed at raising the level of knowledge and skills of students in the 2017-2018 academic year, and effectively fulfilling the main tasks faced by the educational and teaching departments.

  • To control the quality of the educational process at the departments of the university.
  • Together with the department of quality management, develop a mechanism for introducing the new provisions on the organization and implementation of the final module control of students' knowledge into the practical activities of the departments.
  • At the meeting, analyze the publishing activities of the university staff in order to revitalize it, as well as provide methodological support for the teaching process at the departments.
  • Ensure continuous monitoring of the objectivity of the evaluation of the success, as well as the quality of the development of practical skills by students and interns. The analysis of the results is considered at meetings 2 times a year.

  • Continue introduction into the educational process of new cross-cutting programs of studying disciplines: "internal medicine", "pediatrics", "surgery", "obstetrics and gynecology", based on the organ or syndromic principle of teaching.
  • Improve the work of the Center for Stimulation of Medicine for mastering of practical skills and medical manipulations by students.

  • Together with the department of industrial practice, it is necessary to monitor the development of practical skills of students of the 3rd and 4th year of medical faculties at clinical departments and at the Center for practical training of the University.

  • Improve the system of preparation for licensing exams in accordance with the new Provision on licensing exams and changed criteria of compilation.

  • Develop a strategy for information and library provision for 2017-2020, control the availability of educational literature in accordance with the standards.
  • Analyze the state of vocational guidance work at the university and develop specific proposals to improve its effectiveness.
  • Include in the comprehensive plan of the meeting with student collectives twice a semester.
  • To organize training of scientific and pedagogical staff in Kramatorsk and Mariupol for teaching in English.

6.Pro-rector of economic and administrative-economic work

6.1 Conduct constant control over the rational use of general and special funds for the University budget. To reduce inefficient expenses, to send free funds to improve the logistics of the educational process.

6.2 Develop a university budget for 2018 in terms of the main types of activities (educational, scientific, medical, educational), to include funds in the university budget for social programs for workers and students.

1.Pro-rector of scientific and pedagogical and therapeutic work (associate professor Petryayeva):

1.1. To ensure coordination of work and organization of systematic control over the implementation of the main directions of medical activities of the University.

DECISION

Of  the scientific council  of the Donetsk National Medical University "On the results of educational, educational and methodological work of the university staff in the autumn semester 2016-2017 academic year and on the next tasks of development of these areas of work"

February 9, 2017

After hearing and discussing the report of the first vice-rector, Professor Kondratenko, the Academic Council of the University notes that during the last semester, the university consistently implemented all types of educational activities at pre and postgraduate levels.

The work of the teaching staff of the University was aimed at maintaining the quality of training of qualified specialists, improving the pedagogical process, patriotic and moral education. The University conducts work on the implementation of the decisions of the Academic Council of DNMU from March 29 and August 30, 2016, the plan for the University's work on the preparation and conduct of the 2016-2017 academic years is fully implemented.

The work on optimizing the educational process, the introduction of the European credit transfer (credit-modular) system of organization of the educational process in all faculties, the training of students and intern doctors for the licensed testing "Step 1", "Step 2" and "Step 3", improvement technology professionally-oriented state final exam.

At the same time, the analysis of the semester control of knowledge of students and educational work at the university revealed a number of shortcomings in the organization and conduct of the educational process. There are defects and omissions in the management of the educational process and control over the mastering of students practical skills, violations of industrial discipline.

Academic Council of the University decides:

  1. Rectorate:
    • To direct the work of the faculty, staff and students to improve the educational process and improve the management education system.
    • Focus on improving the quality of management of all types of university activities and the search for sources of financing necessary for the wide introduction into the educational process of new approaches in the theoretical and practical training of students, interns, doctors of cadets, as well as informatization of training.
  2. The first pro-rector of scientific and pedagogical work:
    • To organize the system of control over the implementation at the University of "Regulations on the organization of educational process in the Donetsk National Medical University". The results of the control measures to report at the meeting of the administration in June 2017.
    • Activate work on the publication of educational literature for students, interns and doctors-cadets.
    • To improve the training of a specialist doctor and a doctor-masters in all specialties. Ensure that "Step 1", "Step 2" and "Step 3" are licensed for all relevant specialties in accordance with the schedule and requirements of the Testing Center of the Ministry of Health of Ukraine and conducting practical state-of-the-art examinations in accordance with the normative documents of the Ministry of Education and Science and the Ministry of Health of Ukraine.
    • Continue the introduction of modern information technology into the learning process.
    • Constantly control the quality of educational and teaching work at the departments of the university.
    • Unify the requirements for the reporting documentation and the timing of its presentation by the departments at different departments of the university during the academic year.

  • To develop a plan for eliminating the drawbacks and comments made by the commission of the University for the verification of teaching and methodological work at the Donetsk National Medical University. By March 1, 2017, to hold a working meeting with the heads of departments on the results of the commission's work.
  • Together with the dean's offices and the bodies of student self-government, improve work aimed at increasing responsibility and demanding students to the level of their knowledge, skills and abilities. Encourage students actively involved in scientific and social work.
  1. Educational department:
    • Together with the educational-methodical department, department of practice and faculty deanship, to monitor compliance of forms of educational-methodical documentation at the departments of the University in accordance with the requirements of the Ministry of Education and Science and the Ministry of Health of Ukraine.
    • Together with the educational-methodical department and the department of quality management of education to prepare samples of uniform forms of documents of departments that provide training of specialists in DNMU.

  • Together with the teaching-methodical department and the dean's office of the pharmaceutical faculty, to analyze the status and quality of the teaching and methodological support of the correspondence form of training in the specialty "Pharmacy". Prior to July 1, 2017, report on the results of the work at the meeting of the administration in September 2017.
  • Prepare and submit to the rector for consideration a draft staffing plan for teaching staff for the 2017/2018 academic year.

  • Together with the educational-methodical department, the department for quality management of the educational process and the dean's offices, prepare an order and schedule for conducting independent control of the knowledge of students in medical-biological and clinical disciplines.

    • Together with the training department, by April 15, 2017, develop a draft standard for methodological and logistical support of the educational process at the departments of the DNMU.
    • By April 30, 2017, conduct a questionnaire for students of graduate courses in medical and dental departments "Teacher from the eyes of students".
    • Together with the educational department and the department for quality management of the educational process, to independently monitor the quality of the training of students at the departments of the medical-biological profile of disciplines, human anatomy, normal physiology and chemistry until June 20, 2017 and before 27.06.2017 to analyze its results.
    • Provide the departments with advisory assistance to eliminate the identified shortcomings in the methodological provision of the educational process. By January 1, 2017, control the execution of this work.
    • Control equipment of the Center of simulation medicine simulators, dummies, phantoms and other means of training. Monitor students' practical training in Simulation Medicine Center.
    • To make corrections of individual plans of practical training of students in all specialties of the undergraduate level of education, taking into account the results of monitoring the teaching of students to practical skills.

After hearing and discussing the report of the Vice-rector on the scientific work of DNMU “On the results of the research work of the university staff in 2016 and the prospects for the development of all areas of this activity," the Academic Council of the University notes that in general, the planned amount of research work for 2016 is completed.

The organization of scientific activity was aimed at increasing the level of medical science to optimize the prevention, diagnosis and treatment of common diseases, preservation and strengthening of the health of the nation. In the year 2016, at the Donetsk National Medical University, at the expense of the general fund of the State Budget, 3 applied research programs were performed.

In the year 2017, 4 university research programs will be planned at our university on the initiative themes, which will be directed to the implementation of priority scientific researches in the field of health care.

In the process of analysis of the research programs results, the following problems were identified: limited funding; irrational use of personnel and technological resources; low economic efficiency of research programs results.

In 2016, our University received 31 patents for invention, published 17 monographs, including 15 monographs published in Ukraine and 2 - outside Ukraine. In total 266 journal articles were published, 248 of them were published in Ukraine, 10 articles were published in CIS countries and 8 articles were published abroad.

At present, 7 journals are published at our university.

In 2016 at the meetings of specialized academic councils defended 1 thesis for obtaining the scientific degree of the doctor of medical sciences and 16 dissertations for obtaining the scientific degree of the candidate of medical sciences.

On May 19-20, 2016, the 78th Scientific Medical Congress of Students and Young Scientists "Medicine of the XXI Century" was held at the DNMU. 86 students and young scientists were present at the congress, including 12 speakers from other universities and countries. The speakers were awarded with 33 diplomas I, II and III degrees. For the first time at the congress, a general-sector contest was held, whose diplomas presented their research work at the plenary session and received cash awards from the university's leadership.

In the mirror of scientifically based database SciVerse Scopus, on the rating of higher educational institutions of Ukraine in the total sum of individual indicators, Donetsk National Medical University of M. Gorky in 2015-2016 gained an honorary overall 7th place, and the first place among the higher medical educational institutions of Ukraine.

Despite the many difficulties associated with moving and operating at the new legal address, DNMU not only continued the educational process at the level of state standards and trained highly skilled personnel but was able to make the first sure steps forward in the 2015-2016 school years.

2015-2016 academic years at our university will be remembered for overcoming a number of difficulties and our victories: the creation of a simulation center and information technology center, the successful holding of state examinations in a new format, the successful passing of the licensing procedure.

In accordance with the orders of the Ministry of Education and Science of Ukraine of July 6, 2016 № 1404 and from July 21, 2016 No. 1407 the decision was made to issue licenses to the Donetsk National Medical University for educational activities at the second (master's) level of higher education in the field of knowledge 22 "Healthcare":

- in specialty 221 "Dentistry" qualification of educational "Master of dentistry", professional qualification of "Doctor-dentist" - the licensed volume - 260 persons;

- in specialty 222 "Medicine" qualification of educational "Master of Medicine", professional qualification "Doctor" - the licensed volume - 1125 persons;

- on the specialty 225 "Medical and psychological rehabilitation" qualification of educational "Master of medical and psychological rehabilitation", professional qualification "Rehabilitation doctor" or "Doctor-psychologist" - the licensed volume - 50 people;

- in specialty 226 "Pharmacy" qualification of educational "Master of Pharmacy", qualification of professional "Provizor" - the licensed volume - 240 persons.

In addition, according to the order of the Ministry of Education and Science of Ukraine dated June 23, 20, 2007, the number 707 of the university was expanded to carry out educational activities in the field of higher education at the third educational-scientific level:

- in specialty 221 "Dentistry" - the license volume - 5 people

- in specialty 222 "Medicine" - the license volume - 19 people.

In April-May 2016, the staff of the departments developed the Standards of Higher Education and work programs on all specializations, taking into account the requirements of the Central Methodical Cabinet. Actively participated in this: Professors Gerasimenko, Udod, Sokrut, Ermolaeva, Associate Professors Chernyshova, Keating, Dmitrenko.

In the shortest possible time, a colossal work was carried out, which made it possible to open a new faculty in this academic year and to accept the first students who will receive the diplomas of masters of physical and psychological rehabilitation. In addition, the medical faculty number 2 is open in Kropyvnitsky, it is planned to establish medical faculties with an expected number of foreign students, about 200 people will be in the fall of 2016-2017 academic year.

To the beginning of 2014-2015 academic year DNMU did not have any textbooks, but at the end of 2015 the library fund of our university was 2231 copies! Replenishment of the library fund was due to charity actions of medical universities of Ukraine. The cost of the purchased literature was 113.348 UAH.

In the 2015-2016 academic year, our university purchased medical equipment for the center of simulation medicine (dummies, phantoms, simulators, electrocardiographs) worth 2,721,744 UAH, computers and office equipment - at a cost of 2,324,860 UAH, dental equipment - 1,324,860 UAH, microscopes - 822.198 UAH, medical and diagnostic equipment for research institutes of the SRI- 1.464.046 UAH, expenses for repair of scientific research institutes of the SRI made 420.637 UAH. Together, the total cost of the purchased equipment amounted to UAH 9,149,865!

This year it is impossible not to mention the date that is significant for the entire staff of DNMU: the Research Institute of Traumatology and Orthopedics turned 60 years old! The Institute and the University Clinic have successfully moved to Lyman and continue to provide all types of specialized traumatological and orthopedic care to the population of the Donetsk region. Anniversary Research Institute was devoted to the All-Ukrainian conference with international participation "Features of providing medical care in a hybrid war", which with great success was held on May 26-27, 2016 in the city of Svyatogorsk.

Despite all the problems and difficulties experienced by students and university staff, we are proud of the fact that according to the consolidated rating of higher education institutions of Ukraine in 2016, compiled by the informational educational resource "Osvita.ua", Donetsk National Medical University named after M. Gorky took 22nd place among all universities of Ukraine, 2nd place among medical universities and 6th place among the universities of the eastern region. The top-200 Ukraine, Scopus, and Webometrics national and international ratings were the most authoritative experts and media outlets for the compilation of the consolidated rating of universities of Ukraine.

All this became possible due to the coordinated work of the administration, deans, staff members of the departments and various departments of the university. Since the transfer of the DNMU to the territory under the control of the Ukrainian authorities, the university has consistently experienced active assistance from student self-government. Our students took an active part in medical actions ("Decade of Health", "Fighting with diabetes", etc.), volunteer movement, public and sports life of the city and region.

The University's leadership is doing a lot of work aimed at maintaining the quality of the training of specialists, improving the educational process and moral education of students, strengthening the material and technical base, rational use of financial resources, reforming research activities, and expanding international cooperation.

However, all these activities of the university require further improvement.

Having heard and discussed the report of the first vice-rector, professor Kondratenko, the Academic Council of the University determines that during the last semester, the university consistently implemented all types of educational activities at pre- and postgraduate levels.

The work of the teaching staff of the University was aimed at supporting the quality of training qualified professionals, improving the pedagogical process, moral education. The University conducts work on the implementation of the decisions of the Academic Council of DNMU from August 31, 2015, fully implements the University's work plan for the preparation and implementation of the 2015-2016 school years.

Work is ongoing on optimizing the educational process, improving the organization of the educational process in the credit-module system, preparing students and interns for the licensing test "Step 1", "Step 2" and "Step 3", improving the technology of a professionally-oriented state graduation exam , introduction of modern educational technologies to the educational process at the DNMU. In February 2016, the center for simulation medicine and the center of information technologies began to work.

At the same time, the analysis of the results of educational work at the university revealed a number of shortcomings in the organization and conduct of the educational process. There are defects and omissions in the management of the educational process and control over the development of student’s practical skills, violations of industrial discipline.

The Academic Council of the University decides:

  1. Rectorate:
    • To continue the work of the faculty, staff and students in improving the educational process and improving the management education system.
    • Focus on improving the quality of management of all types of university activities and finding sources of funding necessary for the continuous development of the university and the introduction of advanced educational technologies and information in the educational process.

After hearing and discussing the report of the Vice-Rector for Scientific Work of the DNMU M. Gorky "On the results of the research work of the university team in 2015 and the prospects for the development of all areas of this activity," the Academic Council of the University notes that in general, the planned amount of research work 2015 completed.

The organization of scientific activity was aimed at increasing the level of medical science to optimize the prevention, diagnosis and treatment of common diseases, preservation and strengthening of the health of the nation. In 2015, at the Donetsk National Medical University, at the expense of the general fund of the State Budget, 2 applied GDRs were completed, 2 of which were completed.

In the year 2016, 10 research projects are planned at our university, which will be aimed at fulfilling the priorities for health care research. According to the initiative of the University, 7 research projects are planned. In December 2014, at a meeting of the Commission of the Ministry of Health of Ukraine to evaluate and select projects for research and development, which will be carried out in 2016 at the expense of the state budget, three research projects were planned, which are planned at the expense of the state budget.

In the process of analysis of the results of research projects identified the following problems: limited funding; irrational use of personnel and technological resources; low cost-effectiveness of the results of research projects.

In 2015, our University received 11 patents for the invention.

In 2015, the staff of DNMU published 17 monographs, including 14 monographs published in Ukraine and 3 - outside Ukraine. In total 257 journal articles were published, 227 of them were published in Ukraine, 19 articles were published in CIS countries and 11 articles in foreign countries.

At present, 5 journals are published at our university:

In the year of 2015 there were defended 3 scientific dissertations for doctor's degree and 5 dissertations for obtaining the scientific degree of the candidate of medical sciences. According to the results of the sector rating, the Ministry of Health according to the "number of approved by the Department of Personnel Certification Ministry of Education and Science of Ukraine Ph.D. and doctoral dissertations for employees, postgraduates and searchers of universities of the Ministry of Health of Ukraine for 100 posts" in 2015, the Donetsk National Medical University named after M. Gorky was recognized as successful.

Since December 2015, the DNMU of M.Gorky has started to function as a specialized academic council with the right to receive a doctoral dissertation for the degree of doctor of medical sciences in the following specialties:

- 14.01.07- oncology;

- 14.01.12 - Rheumatology;

- 14.01.21- Traumatology and Orthopedics;

- 14.01.22 - Dentistry.

On May 14-15, in the framework of our university, a total of 77 university-wide scientific conferences of students and young scientists were held, in which 57 participants took part, including 11 - from other cities of Ukraine. 17 winners of the conference received diplomas I, II, III degree and monetary awards.

The importance of scientific development of medical criteria of safety and efficiency of means and methods of health protection of people and the scientific substantiation of healthcare reforms in Ukraine is increasing.

Scientific research carried out in the field of health care within the framework of fundamental and applied developments in the field of preventive and clinical medicine, scientific state-owned targeted programs aimed at developing new and improved existing methods and means of prevention, diagnosis and treatment of the most common, as well as socially significant diseases. At present, scientific developments in the medical field are carried out in 62 scientific and 20 educational institutions of the Ministry of Health of Ukraine, NAMS of Ukraine, the Ukrainian Academy of Sciences and the Ministry of Internal Affairs of Ukraine. 11a their work is concentrated by a considerable staffing potential of more than 2 thousand doctors and 7 thousand candidates of sciences.

Domestic medical science and medical education in the last decades continue to suffer from the negative impact of existing underfunding. which led to the wear and tear of scientific equipment of most research institutions and higher medical educational institutions.

The development of medical science as a whole was significantly influenced by the general unfavorable economic situation in the country and the lack of organizational support for scientific research in the new economic conditions, the lack of effective interconnection between the Ministry of Health of Ukraine, the National Academy of Medical Sciences of Ukraine and the National Academy of Sciences of Ukraine, a certain separation of research from the real needs of the industry over the past decades.

The main factors hampering the development of medical science and medical education in the country include:

- Insufficient basic budget financing;

- outdated legal and regulatory framework for the development of domestic science;

- lack of developed order and grant funding for research and development;

- Weak coordination of scientific research between NAMS of Ukraine, NAMS of Ukraine, Ministry of Health of Ukraine and Ministry of Education and Science of Ukraine;

-insufficient social protection of young scientists and constant outflow of young promising scientists abroad, especially in the field of molecular biology, biochemistry, physiology, genetics, pharmacology, oncology, transplantation, medical physics and computer science, the development of which is particularly relevant at present;

- Disinterest of health care institutions in implementing research results;

- Insufficient material and technical base of most departments of higher medical educational institutions of the country and the majority of research institutions of the Ministry of Health of Ukraine.

A certain role is played by the "syndrome of delay" in scientific research, which is due to the slow adaptation of scientific and educational teams to new socio-economic conditions and the introduction of elements of market relations in the scientific and educational sphere.

In connection with the aforementioned and with the aim of improving the management of medical science and education in the direction of decentralization.

The Scientific Medical Council decided:

  1. Adopt and implement the program provisions on improving the efficiency of the use of financial and logistical resources to ensure the development of medical science and the creation of an all-Ukrainian saliva of scientific and medical space.
  2. To apply to the Ministry of Education and Science of Ukraine on the need for realization of the provisions of the Law of Ukraine "On Higher Education" regarding:
    • Creation of an independent National Agency for the Quality of Higher Education in order to accelerate the processes of autonomy of higher educational establishments and research institutions in the field of developing their own educational and scientific programs and preventing the facts of scientific plagiarism and decentralization of the management of education and science, including the medical sphere;
    • Creation of real fundamentals of financial autonomy of higher educational establishments.

3.The Academic Medical Council of the Ministry of Health of Ukraine to take part in an interdepartmental working group on the study of the Grant financing of research development with a view to introducing multi-channel financing of the scientific and educational sphere and gradual departure from the principle of detained budgetary institutions.

  1. To the Scientific Medical Council of the Ministry of Health of Ukraine jointly with the National Academy of Medical Sciences and the Ministry of Education and Science of Ukraine to complete the fulfillment of paragraph 21 of the Cabinet of Ministers of Ukraine from 31.03.2015 No. 7773/1 / 1-15 to sub-item 4.20 of paragraph 4 of the Recommendations of the Parliamentary Hearings on the topic " Legislative Provision of Development of Science and the Scientific and Technical Sphere of the State ", approved by the Resolution of the Verkhovna Rada of Ukraine dated February 11, 2015 № І82-VIII in the part of elaboration of the agreed project of the Doctrine of Medical Science in Ukraine, prepared by the Ministry of Health of Ukraine and submitted to the Cabinet of Ministers of Ukraine.
  2. Rectors of higher medical (pharmaceutical) educational institutions and directors of research institutions of medical profile:

5.1 By 01.09.2015, to submit to the Ministry of Education and Science of Ukraine proposals on concrete measures of decentralization in the management of academic and university medical science to the draft new edition of the Law) of Ukraine Law of Ukraine "On scientific and scientific and technical activity", the adoption of which will allow the identification of new directions for further development science in Ukraine, in particular, with the definition of the role and importance of sectoral academies of sciences;

5.2 To study the issue of establishing in the established order the medical universities, academies and research institutions of scientific techno-parks, regional scientific and practical clusters "University Research Institute - Clinic (Hospital)"

5.3 On the basis of existing university clinics and clinical research institutions to establish regional and interregional reference centers on the development of modern standards of medical care to the population.

5.4 To introduce in the 2015/2016 academic year the introduction of international quality management systems at higher medical (pharmaceutical) educational institutions and research institutions on the basis of the standard DSTU - ISO 9001: 2008 (based on the example of NMU, DNMU)

5.5 Together with the structural subdivisions of healthcare of the oblast, Kyiv city state administrations, to introduce into the practical activities of the institutions modern scientific developments in the field of treatment and rehabilitation, in particular, medical-psychological rehabilitation, ATO participants and mixed persons;

5.6 To provide the necessary for the state and the substantiated volumes of training of highly skilled scientific and scientific-pedagogical personnel, in particular young scientists

5.7 Ensure the implementation of competitive scientific developments in research institutions and higher medical (pharmaceutical) educational institutions focusing on the immediate needs of society, the country and the health sector;

5.8 To develop scientific and technological entrepreneurship by creating scientific and production enterprises within the framework of research institutions and higher medical (pharmaceutical) educational institutions;

5.9 To introduce the practice of creating scientific and educational centers, joint departments, chairs and research laboratories, scientific institutions jointly with the NAMS of Ukraine;

5.10To ensure the primary participation of students, young scientists in international congresses, conferences, seminars and symposiums, to create conditions for the perfect knowledge of one or two foreign languages by scientists;

5.11 Participate in the framework program of the European Union for financial support for innovative development "Horizon 2020".

  1. In the Ministry of Health of Ukraine together with specialists of the Ministry of Education and Science of Ukraine to create a working group to develop an algorithm for the implementation of decentralization of training and certification of medical personnel and medical science.
  2. To expand the experience and implement the renaissance of university clinics in medical universities of Ukraine.
  3. To make a proposal to create specialized scientific councils for the protection of doctor's (candidate's) dissertations in medical universities in the specialty 03.00.15 - genetics in both directions "medical sciences" and "biological science".
  4. Provide proposals for revision) of normative documents on the planning, implementation and protection of dissertations, as well as electronic control systems for the correspondence of dissertation works to the above-mentioned requirements (plagiarism, modernity of the methodological level, practical significance, etc.) at the stage of taking dissertations by special councils for protection.

JUNE 30, 2015, the meeting of the Academic Council of the University took place. The results of final exams in the 2014-2015 academic year were summed up at the meeting.

April 16, 2015, a regular meeting of the Academic Council of Donetsk National Medical University of M. Gorky The meeting discussed the implementation of the Law of Ukraine "On Higher Education" in the activities of DNMU aimed at improving the organization of quality training of medical and pharmaceutical personnel, reforming and modernizing the system of postgraduate education, implementing European standards for postgraduate education, informatization of the educational process, as well as actual the issue of ways to reform health care.

A number of university staff were awarded the title of professor and associate professor. Also, there was a competitive selection of scientific and pedagogical staff for the positions of vice-rectors for scientific and pedagogical, scientific and medical work, deans of faculties, heads of departments.

Decision of the Academic Council of Donetsk National Medical University of M. Gorky on the implementation of the Law of Ukraine "On Higher Education" in Donetsk National Technical University from April 16, 2015

Having heard and discussed the report of the dean of the medical faculty of Professor Gerasimenko on the implementation of the law "On Higher Education" in the activities of DNMU, the Academic Council notes that the Law of Ukraine, adopted on July 1, 2014, provides for a more qualitative state of legal regulation of relations in the field of higher education.

Adoption of the bill will promote the implementation of a unified educational space in Ukraine, without which it is impossible to raise the issue of recognition of Ukrainian diplomas in the world, continuing education of students and postgraduate students at foreign universities.

The Academic Council of the Donetsk National Medical University has approved a series of measures for the implementation of the Law of Ukraine "On Higher Education".

The Academic Council has decided:

1.DNMU to train qualified specialists capable of professional activity in accordance with modern standards of medical care provision in the context of the implementation of the European Credit Transfer System for the organization of the educational process; to implement the latest innovative approaches for improving the quality of training of doctors (pharmacists) at the postgraduate stage; to form the motivation of doctors (pharmacists) for constant self-improvement and continuous professional development.
